You are correct. The AVT-40 is like a CZ-75, but with better damage and accuracy values.

One question, what makes the AVT that powerful? The main problem with this is how to visually portray it in game. I think if there were only 5 tiers I could put the tree for one weapon category into a GUI (5 guns and 4 arrow columns inbetween). With 6 tiers it gets really messy. Also what to do with existing weapons/levels and crates that player...
