Why? What if lower level player need to spectate a hacker so he can report that hacker? Why do we need this restriction?

Hackers can also see specator players if they configure their hack client correctly.

I feel like the an94 is like a AK74m or an AK12

The AN is closer to a AK74M, it came out first before the AK-12. Also 2-round burst functions are pretty rare.
